The First Presidency of The Church of Jesus Christ of Latter-day Saints has announced changes to the tithing settlement process. It will now focus on the blessings and importance of tithing, instead of only focusing if members are paying tithing. 

Tithing settlement have now been changed to tithing declaration, just like ministering replaced home teaching. 

“The focus should be on the member’s covenant relationship with Heavenly Father and on teaching the spiritual nature of tithing, especially to children and youth.”
